Veliko Turnovo municipality's executive body and citizens jointly accept the idea of sustainable development and usefulness of working out a system of indexes, which are to show how system "environment-person-society" works and develops. Indexes' working out will turn into a device which will be used by:

1. Local statesmen – they could use the indexes in the decision making process about region's future development.

2. Municipality's administration – in the process of working out Municipality's development strategy.

Working out of system of indexes was adroitly used while implementing Veliko Turnovo municipality's development startegy for the period 2000-2006 and defining its main priorities.

Data analysis presented in Chapter 3: "Environment management", and particularly indexes 15, 16, 17 boosted the idea of starting "Creation of ecological inspection on public principles in Veliko Turnovo municipality" project.

Main activity while implementing the project was working out of an instruction for Veliko Turnovo municipality environment and ecological protection. That instruction was worked out by experts and specialists. It went through a procedure of public discussion and after a discussion in constant committees it was voted for by the Municipality Council – Veliko Turnovo on 12. 04. 2001 (published in Borba, ed. 79/24. 04. 2001)
